What exactly do you mean by the window scroll?

If you mean the window preview thing that comes up when you hover over a program in the task bar then that is part of the Aero interface.

If you mean how in the start menu you scroll through the programs in the All Programs list, you can have something similar to this in XP, right click on your task bar and click properties, the option called "Scroll Programs List" is i there somewhere. I cant' remember exactly where because I am using Vista

Its the thing that makes all windows line up and you click on one and it opens, you know when they all float in the air and you can scroll all of them..

You mean the Flip 3D function. As far as i know this isn't available for XP as it is also a part of the Aero interface.
