Visual c++ error message locks up computer

Hello, My father's computer is having the following problem:

Microsoft Visual C++ Runtime Library
s\CompaqConnections\1940576\Program\Backweb-1940576.exe

It does a lockdown of the desktop and mouse, I have tried rebooting in many different ways and nothing works. I cannot log onto the internet (he has dialup anyways). He said that he installed a couple needed updates that MS was prompting him (update wizard) and it hasn't run normally since. Is there any way to fix this other than reformating? The mouse will not let you click on anything let alone doubleclick....it is a real PITA. Thanks for any help you may be able to give.
 
Or, try this . . .

If you can't use the mouse, hit the Windows logo key plus R. That will bring you to the Run command. Type in: sfc /scannow (be sure and put a space after the "c" in sfc followed by a forward slash, not back slash) and hit the enter key. This tactic has fixed lots of runtime errors for me.
