voltage too high on pci-e slot... need help

  1. I have :

    -ABIT KN9 SLI Socket AM2 NVIDIA nForce 570 SLI MCP ATX AMD
    Motherboard W/AMD 4200 X2 PROCESSOR
    -eVGA 512-P2-N548-TX Geforce 7600GS 512MB 128-bit GDDR2 PCI Express x16 Video Card

    THE ABIT PROBRAM THAT MONITORS VOLTAGE SAYS THE VOLATGE MAX IS 1.65 VOLTS ON THE PCIE SLOT... WHEN THE COMPUTER IS 1ST TURNED ON IT READS ABOUT 1.51V AND SOON REACHES 1.68V+ AND KEEPS RISING TILL i TURN IT OFF. THE CARD GETS ITS POWER FROM THE MB (NO PLUG TO GET POWER DIRECTLY FROM PWS).

    WHY IS THIS HAPPENING? WHAT CAN i DO TO FIX IT? OR WHAT IS BROKEN, THE MB OR THE VIDEO CARD?
