What should I change on my PC with $250?

This is my configuration:
GPU - ATI Radeon HD 5770
STOCK COOLER
MONITOR 1280X1024 4:3 Ratio
CPU - AMD FX-8320
Motherboard - Asus M5A97 R2.0
RAM - Kingston HyperX 2 x 4 GB DDR3 1600 MHz
Hard Drive - Western Digital 1TB Blue SATA3
PSU - Thermaltake Smart SE 530W

Now, what should I buy:
1) New cooler - Probably the COOLER MASTER HYPER 212 EVO
2) New GPU - any good suggestions?
3) New Monitor - any good suggestions?

I'm using it for video rendering and gaming.

I would not worry about the CPU because it is a decent processor. The cooler I would not worry about unless you are overclocking the CPU. If you are then yes, get the Cooler Master Hyper 212 EVO. It will bring the temps down a good amount over the "Stock" cooler. I would suggest getting a monitor (something with Widescreen and 1920x1080 resolution). You could probably get a decent monitor for around $100 to $150, then look at getting a better graphics card. You may have to save a little extra money for the graphics card, but it will be worth it in the end.
