WHats the best video editing program

I want to change some things to a video like the music for example what would be the best program i can use thanks.

InterVideo WinDVD Creator 2 is what i use for that sort of thing

sony vegas 6 DVD
TMPGEnc will demux and then you can add your own audio
will do time line changes too
a few more ,but I don't test them often enough to give advice
