Will GTA vice city play on its own

Ok so I extracted the files and downloaded the game file but not the radio stations because I couldn't get it to work. The game installed but will I need a serial number or will I need to put a CD in or what? I hope it will just work but something tells me it's not going to. Anyone have any suggestions?

It will work if you buy the original boxed game or if you purchase it on Steam. There are other means of getting the game to work but those will not be discussed here on TechSpot.
