Solved Windows 7 can not run programs -- critical error and will restart in 1 min

Ok. I updated java and adobe programs.

OTC will continue not responding as well. in regular and safe modes.

computer seems to be running well.
 
I am wondering if I should ad more RAM and that will help with the not responding issues and overall speed up everything
 
OK. I tried to check windows updates and it gives me error: Windows Update encountered an unknown error. Code 800700005
 
Download Windows Repair (all in one) from this site

Install the program then run it.

Go to Step 2 and allow it to run CheckDisk by clicking on Do It button:

Once that is done then go to Step 3 and allow it to run System File Check by clicking on Do It button:

Go to Step 4 and under "System Restore" click on Create button:

Go to Start Repairs tab and click Start button.

Please ensure that ONLY items seen in the image below are ticked as indicated (they're all checked by default):

Click on box next to the Restart System when Finished. Then click on Start.
 
Ok. all done.

seems to be running good.

still get "catalyst control host error" on reboot,

besides that seems smooth.

I am goiing to upgrade to 8gb ram today

Catalyst Control is a part of your video driver.
You can either reinstall video driver (go to your computer manufacturer site to download new driver) or you can disable Catalyst Control as a startup. It's not needed for proper functioning of your video.
If you don't have enough RAM it's even better if it's not running.
