Windows 7 Curiousity or Problem

well hello every 1,this has been buggin me since i installed win 7,dont knoW why but it slows down my boot up,well this my problem:

Whenever I boot my computer or restart. My icons,both on desktop and taskbar, appear to look like white peices of paper then they return to there original state...why is this,can i fix it.well hope i was specific enough..thanks for reading...laterz
