If your tring to make a bootable usb installation USB disk you will first have to download the version of Win 7 you need Download at:

Then you will need a sutable burning software such as Win to Flash:

I have used this software and found it very easy to use.
Although there are many such free programs out there.

The instructions presuppose that you already have a piece of hardware called a usb stick or flash drive. These are widely available and not expensive. They can be used to store the software to install Windows 7 instead of a DVD disk. Apologies if this is something you already know but the initial question is phrased in a way that makes it possible that you are confusing hardware and software.

I'd feel better if the OP got the iso to usb using the official tool here: http://www.microsoft.com/en-us/download/windows-usb-dvd-download-tool
