Windows does not start properly

Hello when i try to start windows it starts loading and then it will freeze and i get these messages C:\Windows\desktop is not accessible and also C\Windows\start menu\programs\start up is not accessible does anyone know what this means or what u can shut off to bypass this o and it does the same thing in safe mode. Please help =)
