Windows goes to black screen after installing it

So I had to delete my operating system (Windows 10) and reinstall it. After it was done I noticed the screen was being glitchy and 2 bars going across the screen, then after a few minutes it goes to a black screen. I tried pressing Carl+alt+del but that did nothing. I am able to get into safe mode, any other info I can provide. Any help would be appreciated, thanks in advance.

Safe Mode runs on basic drivers. (http://www.computerhope.com/issues/ch001563.htm ) If you can see images on monitor and it works properly in Safe Mode, then the problem is probably with the driver for your graphics card.

Did all the updates fully install when you did your new clean install of Win10?

All updates have been installed, I've tried to install the driver for my amd graphics card but it says that the driver has not been digitally signed. I tried to get around this by turning driver signing enforcement off but it doesn't seem to work in safe mode.
 
Why wouldn't it be signed? Where did you get it? Filename? What is GPU in your system?

My AMD 5770 will not use recent drivers... so what is your situation?
