Windows problem? (HELP)

Whenever I try to start up my computer, the image above happens. It just hangs, and absoulutely nothing happens. This happened after my system just randomly restarted, out of nowhere. At first I thought it might have been a heat problem but I looked into my BIOS and found it was at average temperature.

Any help will be appreciated.

Window XP Home Edition
CPU: Intel Pentium D 2.80 GHz
RAM: 2 Gigs of RAM
Video: NVidia GeForce 7900 GT

If more information is needed, please ask.
 
How? I said I can't boot up into Windows, nor does it allow me to use safe mode or another procedure.. it just hangs at that screen.
 
He meant if you have another computer. Try formatting and reinstalling windows by putting a boot disk in the floppy and start without cd-rom help.

Type in:

_:\\format _: (_ = drive name)

It will ask you if you want to, and select yes, and wait. It will erase everything on the drive. After that just re-install windows. If you have more problems just reply.

Now that I think, you can also run the windows cd and boot disk at the same time, and run the repair tool on the cd.

I popped in my Windows XP disc, and fixed my boot.ini file, which had some errors in it that prevented Windows from starting.
