Windows reinstall CD boot?

I have my bios set to boot cd then HD but when it shows the screen "press any key to boot cd" nothing happens! It just boots windows as normal.
I want to format my HD and install a clean windows system?

Just checking but you do have the Windows CD in the optical drive tray, correct?

Boot from optical drive

I have checked and re checked but the disc still will not boot from CD/optical drive

When you reboot press f12 or what ever key you need to get into boot setup and keep pressing till the boot screen come up then select your cd drive you do not need go into your bios I don't think is this a laptop or pc your trying to reinstall windows on and what model is it.
