Windows Shutting Down improperly

I recently ran crap cleaner and spybot s & d on my Toshiba Laptop (Satellite) running XP Home. Ever since doing that, I have been unable to get the computer to automatically power down. The windows screen says "WINDOWS SHUTTING DOWN" then SAVING PERSONAL SETTNINGS, then I can hear the drive and fan stop, but the blue screen stays up on my display...any suggestions? thanks
