I have a Dell Inspiron 8200, it's hard drive won't register, so I just tried to install the Windows XP reinstall that came with the laptop onto a USB Flash Drive, it didn't work.

I don't understand your problem. Clearly write your problem. Are you trying to day that you want to install windows OS with bootable usb or something different.
