Windows will not load or restore (please help!)

when i turn on my computer and try to load windows, i get a message like :
unable to load operating system
so i tried to format and restore and when the process starts i get some kind of disc access error.. (not sure exactly what it says)..
is there anything i can do?

What does the error message say specificly?
