Windows won't install and keeps rebooting endlessly

Hi guys.
Recently I got my PC back from repairing where they told me my graphics card was dead and I should change it. I did, and now when I try to install my windows, it gets stuck on 64% and reboots. I don't know how to fix this and every thread I've seen haven't helped.

Double check video card is fully inserted in PCIe slot and that any additional power connections are good.

If still an issue, download a Linux 'guest' ISO, which lets you boot from flash or CD - see if that works.
 
I'm guessing this board and/or CPU doesn't have integrated graphics to fall back on? I would never try to install Windows with an add in graphics card in place if I didn't have to.

I would think a bad or weak PSU could mimic a bad graphics card. Have you checked the voltages in BIOS?

The guy in your video is getting the message, "Press INPUT on your remote control, then select the device you want to view". WTF are we calling "a remote control" nowadays?
