Windows XP - unable to delete history/cookies/files

I am asking this on behalf of a friend....had the problem myself, but I can't remember how I fixed it. When using Internet Explorer, if one goes to tools/options, you should be able to delete history,files and cookies. Try as hard as you like, some files will just not disappear. If I go to Control Panel , Internet and attempt to delete from there, same problem.
I had the answer some time ago, but unable to remember how I did it.
 
Yes, one can do that, but there is another way to get XP to delete the files.....I did it to my system, but can't remember what I did, or if it ended up being one of the Microsoft Updates
 
Internet Explorer does like to hold onto certain files and not allow you to remove them, much less access them in any way. I'm not sure that this is the exact issue you're addressing, but programs like IE cleaner will clear out your cache as well as all the nasty hidden files it leaves. It's worth running at least once if you've had the same installation running for a while.
