XBOX MODS....help!

I saw a guy have a xbox that can play SNES and NES. I somewhat understand how to do that with the mod chip, but would you have to buy 2 different mod chips or just one. Also he has all the games made for the SNES and NES as well as all of the new games and old games for the regular XBOX. he also didn't have a cd in the player, he said it was on his harddrive...How am i able to get what he has?? he said it cost him around 90$
