  1. I have a All-in-Wonder X1900 graphics card and when I hook my Xbox into it, the picture is fine but when I press a button on my Xbox contoller the timing is a little late. Someone told me I have to get some type of device but is there another way without spending money

A computer monitor takes longer to receive the signal, making it delay. I did the same thing with my Xbox 360 and it delayed as well, the difference was that I was using a dedicated TV-Tuner.
