XP Pro-2009 hijack

I managed to pick up this nasty piece of work in the states.
I attempted to get rid of it but it has disabled access to the USB ports, closed the Administrator account and disabled the system restore utility.

Please help.

Recognize that that in some cases your best option may be to reformat and reinstall, per the last of Julio's notes. Bleeping computer also had at least one thread on this particular nasty.

If you decide to try to clean, follow the the 8-steps and post your logs...
