XP Theme Error, Abnormal Start Bar

After reinstalling my VGA drivers my windows XP start bar is now white like in windows 98. When I attempt to load a new theme I get a pop-up error stating "The theme can not load because the theme service is not running. You can turn the service on in the Computer Managment Administrative tool in the Control Pannel" After clicking Ok a second error comes up saying "Theme could not load. Service not started" I can not figure out how to start the theme service and why it will not let me start it.
