The controversial DMCA, passed nearly 10 years ago, has been the focal point for many lawsuits regarding digital content. While offering many protections for media that didn't exist before, it also put in many blockades and stipulations that make many things illegal that should be considered fair use. As a result, there is now a bill headed towards Congress to fix that. The “Fair Use” bill will amend the DMCA, reducing some of its power and granting certain freedoms to people who legally own digital content:

Without change, some fear that new DRM tactics and newer types of “content protection” will make it only more cumbersome for the consumer, and will hurt sales and market growth. Fully possible. The Consumer Electronics Association is backing the bill, along with many others.
