The Inquirer is referring to this program as Intel's overclocking software, the program's official page does not make any reference about actual CPU/FSB overclocking. Obviously it wouldn't make sense for Intel to encourage people to pay for a lower clocked processor and then overclock it (although we, enthusiasts, have been doing that for years, but you get my point).
The fact is, Intel will be soon releasing their "
Desktop Control Center", similar to certain tools usually released with enthusiast motherboards, the program will most likely only work with Intel-chipset based boards.
