Multipurpose MegaTowers are innovative, if also wildly expensive and huge.
Not new enough.
Systems too interdependent.
Does very little to address core problems with the SimCity design.
Cities are far too small for the new structures.

SimCity: Cities of Tomorrow is a visually appealing addition that unfortunately only runs skin-deep. It’s an attractive new world that can be developed under your whim, but it doesn’t fix any of the core issues SimCity had in the first place, and actually makes them more apparent.50

Given how loud the critics were back then, it's disappointing that Maxis and EA did little to address any of these gripes, particularly the restricted city borders. This expansion may be set in the future, but the game is stuck in the past.50

Crashing and burning has always been part of the fun of SimCity, though, and while these sorts of incidents are annoying, they're not game-breaking. Cities of Tomorrow is both a good expansion to the core game and a perfect entry point for a newcomer. Just don't let the power go to your head.76

Cities of Tomorrow provides plenty to remind returning ones what SimCity is capable of, and it’s certainly something to behold. Some parts of the future are stuck in the past, but it’s strikingly well-balanced, providing solutions for existing problems and new toys to tinker with that counteract each other nicely.75

I am giving this expansion pack a 9/10 rating because of the addictive gameplay, impressive visuals, catchy music and Maxis humour. The future of this franchise is bright and I can’t wait to see what else Maxis has in store for us in 2014. SimCity Cities of Tomorrow is now available worldwide.90
