Can't activate act

I got an email message to go to this site to conferm my act. but I cant seem to get it to activate yet, but my question is on my yes LoL, Emachine mod#. T6420 with an AMD athlon 64 3400+, 2.2 Ghz.,1600 mhz FBS., 512kb L2 cashe. , I want to put a better/ faster CPU in the poor thing any susgestions?.......... I am now running 4 Ghz of ram in it.
