Cannot open Add/Remove Programs

Did google searches, etc. but none of the cases matched mine.

When I goto Control Panel, I cannot access Add/Remove Programs, System, Security Center, or User Accounts. When I try to access any of those, I get a Windows Error Message saying "Another program is currently using this file." I've tried closing all unknown processes via Windows Task Manager, scanning my computer, restarting, restarting explorer, etc. None of which worked, obviously.

After checking google solutions to similar sounding problems, I attempted to run "rundll32 setupwbv.dll,IE6Maintenance "C:\Program Files\Internet Explorer\Set
up\SETUP.EXE" /g "C:\WINDOWS\IE Uninstall Log.Txt" via Run, and get the same Windows Error Message saying "Another program is currently using this file."

Any and all help would be much appreciated.
