A state judge determined that Hartford's noise ordinance, which City Hall used to hush a Mister Softee truck playing its music too loudly, is illegal. In a finding first reported Friday, State Superior Court Judge Raymond Norko said he learned that the city's five-year-old noise ordinance was invalid because it had never been approved by the state's Department of Environmental Protection, as state law requires.
