Start Up Problems

I would like some help on setting the correct order in which the following should read in the setup mode.

I have a Packard Bell Model 604
when you press F2 and go through setup menus I am not sure which order the following should be in. The cd rom drive does not work and can not load programs.
First Boot Hardware
Second Boot Network
Thrid Boot removal devices
Fourth Boot Cd Rom

System specs
Normally have your Bios in this order:

1. Boot floppy
2. Boot CD rom
3. Boot hard disk
4. network
