Let's say that I lost my Half-Life 2 installation CD's. But I STILL have my CD key that came with the bundle. Can I use Steam to download another copy of Half-Life 2 and counter-strike: Source without having to pay for it? Can I j ust download it and enter in my CD key?

Yeah you can dude

.. I do it myself.

Just download the steam-installer from STEAM

Install it and then put your login details in and all the games that are available to your current account will show in a list and you can choose which ones to download
