ALL games on source engine refuse to enable vsync

Hey everyone,

I've got a minor but annoying problem on my hands here.

I would like to enable vertical sync on counter-strike: source and HL2,
but when I put it on enable, in the console it says "writing config.cfg"
but then next time I start it up the fps shoots to 300.

My monitors refresh rate is 75 and this is annoying because it creates choppyness.

Any help is very much appreciated,

System specs
Maybe you have overridden the VSync setting in the display drivers' settings?

I'm not sure how I could've though.. I didn't install catalyst control center.
Is there another way to check?
