I was wondering whether or not it would be possible to make your own packet and send it to someone else. For example, I would write the contents of the packet and use some program or a different way to send it. Is this possible?

I want to make a program that can connect to a server and communicate with other people using the same program. What would I have to know/do in order to do this?
