Chinese XP

I am wondering if anyone has found a way to get Chinese XP to work in English? I have a Chinese student who is desparate to get his computer working in English, but we can't find a way to do it.

There are multilanguage user interface packs for XP Professional, but apparently not for XP Home.

I'm not sure how a home user could get them without buying a new XP Pro license with MUI, I've only installed them from MSDN discs at work.
