Site charset change

Would it be possible to change this Windows-1252 to UTF-8 or ISO-8859-15? Or is there a reason to use Windows charset? Changing to more standard one would make browsing a bit easier for minorities and it wouldn't hurt IE either, as far as I know.

Just wondering, does it make all a big difference?
I'm not sure if I can do it site-wide right now, but frontpage and forums can be taken care of since those are not all static.
