Can not boot up

Sceen went blank during boot. Can not boot up. Monitor @ display card ok.
Fans & lites ok. CPU heat sink barely warm after a few hours on.Checked 3,5,&12 v ok Does this indicate its the cpu?
 
No upgrades, Sys wil not boot from Os disk. First problem since building it.
