how do I add html to a url

Hi, I need help understanding how to get my sized picture from a host to my forum signature. I've check out a few places for answers just to end up with a bigger headache. Can someone PLEASE help me understand what I need to do. Or tell me were I can find a place for basic understanding of it. Do I add the forum address to the front of the url or middle or back. Thankyou for any help

System specs
It changes based on the forum. Some allow html, others use vB code, others use other things. Here its

[img]url[/img]
for pure html its
Code:
<img src=url>
In any case, you can't have pictures in your signature on this forum.
