pc starts up ,runs for about 30 seconds , gets to were it says windows is starting up then shuts down then restarts again to the same spot. running windowsXP

nothing.when i go to safe mode it just gives me a screen of a bunch of comands

Ok, when you try safe mode, what is the last thing it hangs on?

Mmm, that sounds like a possible hardware problem.
Physically disconnect anything not required to boot your system.
Leave just the cpu/mobo/videocard/hard drive/1 stick of ram, see if your system will now boot and post back.

i got anew screen so how that says .A problem has been detected and windows has been shut down to pervent damage to the pc .

Normally a bugcheck of C2 is a symptom of a bad driver or buggy software.
However, since you can`t access Windows in normal or safe mode, this may prove very difficult to fix.
I suggest, you transfer your hard drive to another computer as a slave drive and backup your important data, just as a safe guard.
Then, replace the drive in your computer as master and try doing a Windows repair as per this thread HERE.
