Dell Latitude D620

I have a Dell Latitude D620 that won't bootup. When I press the power button the keyboard status light come on but the uppercase and scrollock blink for a while then shut off. It never tries to boot. Can anyone tell me if they have seen this problem? Is my laptop fixable or worth fixing? Thanks in advance for any help.

System specs
This looks like power supply failure. Try it without the battery in case this has a short - it should run without it.
It is fixable but needs a skilled workshop technician.
