Is my case suppose to...

I bought a brand new case, nothing is in it (motherboard, etc.)

Only 3 case fans, the wires for the buttons, USB, etc.

Now, these fans use the power supply for power, when I turn on the power supply is it supposed to NOT turn them on? Because they won't turn on/light up.

My understanding is you need the motherboard in and everything set up for the fans and LEDs to turn on, right?

Just wondering if they're SUPPOSED to be on when the PS is on...

Well I do not see how you can turn on the PSU without a motherboard. If you mean the button on the back of the PSU which you can either set to O or I, that is only a main power switch but it won't turn on the PSU.
