1.reg issue. Logs included.

Hello, I see a lot of threads have been made about this issue, and I've seen various solutions, none of which helped me.
Avast reports (on boot) that there is a problem with 1.reg in C:\Documents and Settings\username\Local Settings\Temp
Deleting and "Fixing" the file does not fix the problem. The file is always reloaded when the computer boots up

I have looked at the Hijack this file and find as follows:
You need to use the latest version of Hijack This.
You need to use the latest version of Internet Explorer
Using Hijack this, fix
C:\WINDOWS\system32\wdmgr.exe
R1 - HKCU\Software\Microsoft\Internet Connection Wizard,ShellNext = http://developer.intel.com/design/motherbd/regionalsoftware/EN.htm#default
O4 - HKLM\..\RunServices: [Windows Framwork Services] wdmgr.exe

reboot and rerun Hikjack this before reposting.
