Active Desktops

I wasn't sure what subforum to put this under, so I guess its more of a videop issue so it goes here? Anyway, for some reason I'm unable to change my desktop background. When I go into properties and desktop, the box with different backgrounds is in gray and and i cant click on, or scroll through it. Is there anything that would be preventing this? Also, I keep getting my background turning to an Active Desktop Recovery Screen, when after repeatedly checking, I dont have an active desktop(checked under custommize desktop/web) running. Is there some sort of program I dont know about causing this? Any help would be appreciated.

Do you have multiple user accounts set up on your computer? If so, log in under an administrator account (the main one) and check permissions for the account in question. If your computer is on a domain (eg. in an office) talk to your sysadmin about getting your ADS permissions changed.
