Beast won't start!

OK, we have a four-year-old basic machine supplied by Time in the UK, running Win 98SE. Relagated to be the second computer in the house, but still useful for basic tasks.
Now it's decided not to start. Fan etc running, and red hard drive activity light on continuously, but nothing else. No beeps, no flashes, blank sceen. Monitor power light is on.
Power supply to motherboard (FIC PAG-2130)? BIOS problem? I'm baffled. Possibilty it might have been knocked by small child, but that's only guesswork.
Might try popping hard drive in current machine to establish it's OK, but otherwise all suggestions gratefully received.

If it had been knocked over, open it up, check all cards and cables everywhere inside.
Reseat the cards and memory chips. Touch some ething like the radiator first, to prevent static shocks to your PC, or use an antistatic wristband.
