Black Bands on screen - Graphics Corruption

I am having some trouble and hopefully someone here will help me out.

I have a P4 2.9 Mhz, 512 mb RAM, 128 mb ATI 9800 PRO Dell Dimension 4600 Desktop. I just brought a new internal DVD Drive and connected it to my PC, once I started my machine I am getting black bands on both monitors (see attached)...I think somehow I have messed up my graphics card...dont know how...
I did reseat the graphics card, ram and checked power supply, detached dvd drive..did everything I could think of, still the problem persits...please help

did you unplug the system/turn off hard power before opening the case? did you take precautions against static discharge (wrist strap)?
