Blank Screen for IE

Guys (and ladies) I have a problem and I need some help.

My dad is having a problem on his computer. Everytime he double-clicks his internet explorer, all he gets is a blank white screen and the blue progress bar on the bottom seems to start loading and never ends. From what I know he has a Windows XP, and he is computer-illiterate, so it's not like he has tons of software installed. He has plenty of free space and the cpu is less than a year old.

I pinged his IP address and 4 out of 4 packets transferred. He used a cable modem and the internet is transferring, it's just that he gets nothing. he claims that one day it was there, and the next, it wasn't.

Looking at some of the microsoft forums, the closest I got to help was to have me download an update, but the bottom line is, if he can't get online to update it, what good does that do???

I want to try and help him out by performing some diagnostic tests and clean-ups...but where do I start? IS this a constant problem? Any idea how to fix it?

I would download Mozilla Firefox... much safer..

Open IE and go to Tools then Manage Addons and stop all add-ons.

Then go to C:/windows/downloaded program files and delete all Active X entries.
