Can't get a command prompt from safe mode

I'm running XP Home Edition and I'm trying to boot to a command prompt. I tried tapping the F8 key at reboot and then selecting Safe Mode with Command Prompt but there is no command prompt. The screen will display a page of files and then the OS goes to Safe Mode and no command prompt. I do not have a floppy dirve nor 98. Any ideas?
 
I need to exit out of Windows XP. I want to format the hard drive. Running the command prompt within Windows XP will not allow a formatting of the hard drive.
 
I don't really understand what you are trying to achieve here as the windows xp install disk can re-format your hard drive for you???
 
I want to format the hard drive. The Windows XP install disk is from Gateway - this is a laptop computer. The Windows XP install disks does not have any commands or menus to format a hard drive - it is an install disk from Gateway. Inserting the disk brings up a menu for Windows XP installation.
