Computer does not work after ipod download

Computer is HP A705w My daughter was charging her ipod in a usb port.It said power surge in the usb hub and the window could not be closed.We shut the computer off......Now when I go to turn the machine on..The power light comes on on the back,the fans run,but the green light on front does not blink or stay on.The monitor immediately shuts off or goes in standby. The green light on the monitor goes from green to yellow.....I do not hear my harddrive working...Can you suggest any steps before I buy another? It does not boot up at all..and like i said the monitor immediatly shuts off....
