Computer Doesn't Turn On\Off. CPU Fan Speed Too Low?

Hey, if you read the topic I posted before, then you know the problems I am having with my pc. Well, now it doesn't turn on. For some reason the power button doesn't work, I have to turn it on with a key! And, not only that... when I start it up, BIOS says my CPU Fan is Fail or Too Low??? I don't understand this.. what is that? Is it the Motherboard messed up, CPU? Power? Or the Power Button? Thanks in advanced..

open up the case, check that the fan on the cpu is not clogged with dust or stuck...
