Computer not turning on.

Hi.
I am having a bit of a problem.
Whenever I turn on my computer, it doesn't start up properly.
The usual stuff comes up at first.
First it says COMPAQ
Then the bars that come up on the bottom
Then it says Windows XP Home Edition
but then the computer just restarts by itself
and repeats the process all over again.
It never gets past the screen that says
Windows XP Home Edition
At a very rare occasion, a screen comes up saying that windows cannot start properly due to a recent hardware or software change. It gives me 5 options.
Safe Mode
Safe Mode with Networking (Thats what i am using now)
Safe Mode with Command Prompt
Turn on Windows with the settings that it had at a previous state
and
Normally Turn on Windows.
I am now using
Safe Mode with Networking
but i am not sure if i can get back to this mode because that screen barely comes up. Right now i am running virus scans and spyware scans to see if i can fix the problem but i cant seem to find anything wrong. Please help me to fix the problem that i am facing.

I don`t think your problem is virus related. I have therefore moved your thread to our Windows OS forum.

It`s either software or hardware related.

Start by going HERE and reading the instructions.
