Computer will not start

I have a Dell Dimension e510. My father in town visiting shut down my computer and now it will not start. The funny thing is the power button is blinking but if you push the button nothing happens. I have unplugged everything and nothing. I called Dell, my warranty is out, the lad tried to help by having me try a few things, and after a few minutes unplugging and pugging back in nothing. Anybody have aany ideas?
