I am running windows xp. I was working on it and it froze up so i shut it down but when it came back up it will not go past the screen that says safe mode or start normally. which ever option you hit it doesn't matter it goes back to the same screen.
Likely a bad hard drive, or bad memory.
Can you reboot into Safe Mode?
Do you have a floppy drive and a boot disc. If so, unplug the hard drive and attempt a boot into Windows 98 or MS-Dos floppy boot.
